Heather O’Neal is a strategic Learning and Development leader with more than 20 years of experience driving organizational change through effective learning, communication, and engagement strategies. She currently serves as Director of Learning & Development at AMR Clinical, where she partners with executive leadership and cross-functional teams to lead enterprise learning initiatives that support business transformation, regulatory readiness, and technology adoption.

Heather specializes in bridging the gap between new systems and the people expected to use them. She is known for designing practical, performance-based learning solutions that go beyond training to address the root causes of resistance and drive real adoption. Her work includes leading large-scale initiatives such as enterprise LMS implementations, process redesign, and cross-functional change efforts, where stakeholder alignment and clear communication are critical to success.
Prior to AMR Clinical, Heather held leadership roles at PPD (a Thermo Fisher Scientific company), insightsoftware, SignalPath, and Syneos Health, where she built scalable learning programs, led global onboarding and leadership development initiatives, and improved engagement through learner-centered design.

Heather is passionate about turning change into momentum by empowering teams, elevating the voice of the learner, and building trust through transparency and thoughtful communication. Her approach focuses on creating environments where employees move from skepticism to ownership, ultimately driving stronger adoption and more sustainable outcomes.
